1923, Jan Held several meetings with former Home Rule League members in Bombay to devise a strategy for contesting ensuing elections in the face of Indian National Congress boycott program.
Jan 25 Attended a meeting held by C.R. Das in Bombay, to canvass support of the old HR Leaguers to set up the Swaraj Party devoted to legislative work; other participants included Jayakar, Ramswami Aiyengar, K. M. Munshi and Satyamurti.
Jan 26 Took a firm stand that the Swaraj Party should not be associated with Mohandas Karamchand Gandhi in any form whereupon the meeting dispersed since C.R. Das was not agreeable to this condition.
Mar 3 In a telegram informed Zahur Ahmad that the Aga Khan had declined to preside over the All India Muslim League session.
Mar 7 In a letter to Zahur Ahmad, informed him that he had already wired that the Aga Khan was not willing while he had no information about Bhurgri's whereabouts. Asked him to communicate with Bhurgri, as Secretary of All India Muslim League.
Mar 15 In a letter, Zahur Ahmad informed him that Bhurgri had accepted the presidentship, despite ill health.
Mar 18 In a letter to Zahur Ahmad, acknowledged receipt of his letter, and said that he was glad to hear from Bhurgri that he had accepted the presidentship. Asked him to secure the largest possible attendance; hoped that Dr. Ansari and Hakim Ajmal Khan would also attend. Promised to talk personally to the Aga Khan and persuade him to come if possible.
Mar 31 - Apr 1 Attended All India Muslim League's 15th session at Lucknow, presided over by Bhurgri.

On the night of March 31-April 1, attended a five hour long meeting of the Subjects Committee which adopted Dr. Ansari's Resolution . calling for the establishment of a national pact to ensure unity and harmony among the various communities. Mohammad Ali Jinnah's Resolution recommending Council entry, and striving for the attainment of dominion status was vehemently opposed by Khilafatists, headed by Ansari.
Sep 19 Issued his remarkable election manifesto for his candidature for the Indian Legislative Assembly, to the voters of Bombay constituency. Assured them that "the popular cause and the welfare of India will be my key-note and the guiding principle in the future. I have not desired to seek any post or position or title from the government. My sole object is to serve the cause of the country as best as I can."
Nov 14 Elected unopposed to the Indian Legislative Assembly as an independent candidate from Bombay.
