1925, Jan 1 Suggested names of 33 persons including Mian M. Shafi, Fazl-i-Husain and Mohammed Ali for the formation of a Committee to represent Muslim in constitution making and to place reasonable Muslim demands in services. Said that he was personally opposed to communal representation, but Muslim could not join the struggle for Swaraj till such time as certain safe-guards were secured for them.
Jan 6 In a statement, said that the All-Parties Conference called at Delhi on January 23 would test the leader's ability to arrive at a Hindu-Muslim settlement.
Jan 22 In relation to Sir Alexander Muddiman's announcement regarding business procedure to be conducted during the succeeding week, urged that no important matter should be discussed in the House on January 26 as on that day all Muslim members of Assembly will be attending Aligarh University convocation. Spoke on Bengal Ordinance, 1924.
Jan 23 Paid tribute to the memory of late Edwin Montagu, former secretary of state for India, in Assembly.

Jan 23-24 Addressing All-Parties Conference at Delhi, called for devising measures for Hindu-Muslim unity, demanded statutory recognition of Muslim majorities in the Punjab and Bengal Legislatures and emphasized the need for protection of Muslim rights in minority prove.
Jan 24 Convened a meeting at Delhi to consider the question of a coalition of all or most of the existing parties or to create the nucleus of a new Nationalists or Central Party, which might attract to itself Swarajists and liberals.
Jan 25 Addressing the Sub-Committee on communal riots under Mohandas Karamchand Gandhi's chairmanship, said that it was the duty of every one of them to find a solution to the communal problem, failing which no political progress could be tenable.

Jan 28 Criticized Bengal Criminal Law (Amendment) Ordinance of Oct. 1924 on the ground that it had been promulgated without legislative consent. Spoke against Government's policy regarding "terrorists".

Feb 3 Spoke in support of N. M. Joshi's motion that the Maternity Benefit Bill be circulated for eliciting further opinion, in Assembly. Spoke in favor of H. S. Gour's motion to refer the Special Marriage (Amendment) Bill to a select committee. Voted for V.J. Patel's motions, in Assembly, to adopt Special Laws (Repeal) Bill (by which a number of repressive regulations were repealed), which was passed, and to introduce the Code of Criminal Procedure (Amendment) Bill.
Feb 4 Participated in debate on Sir Bhupendra Nath Mitra's motion to refer Indian Trade Union Bill to a Select Committee on which he was also appointed; motion adopted.
Feb 5 Participated in discussion on Duraiswami Aiyengar's Resolution to supersede by an Act of Legislature the Bengal Criminal Ordinance, 1924; voted for the motion which was adopted.
Feb 9 Was appointed a Member of the Committee to advise on the Indianization of the Army and the establishment of a Military Training College on the pattern of Sandhurst.
Feb 10 In spite of official opposition, supported Rangachariar's motion to refer Special Laws (Repeal) Bill to a Select Committee; criticized repressive measures of the Government. Participated in discussion in favor of Patel's The Code of Criminal Procedure (Amendment) Bill; voted against Government's motion to adjourn discussion on the Bill, which was defeated by two votes.
Feb 11 Participated in discussion and voting on L.Graham's Legislative Assembly (President's Salary) Bill.
Feb 12 Supported Shanmukam Chetty's Resolution requiring the governor-general In Council Congress to instruct the Representative of GOI to ventilate, at League of nations next meeting, the grievances of Indians in mandated territories, especially in Tanganyika where the Gujeraties formed about 90 per cent of the business community. Spoke in support of B. C.Pal's motion to appoint a committee to inquire into the grievances of postal staff; as proposed, three of the Committee members were to be appointed by Executive Council, All-India (including Burma) Postal and R.M.S. Union of which Quaid-e-Azam Mohammed Ali Jinnah was the President for that year suggested 12 measures for improvement of postal service.
Feb 16 Participated in discussion on Sir Alexander Muddiman's Resolution on election of panel for Standing Committees.but abstained from voting.
Feb 17 Explained his independent stand on Jamnadas M. Mehta's Resolution that a Committee of four members of the Assembly, with power to co-opt two members from outside, should be appointed to investigate public indebtedness of India and to report, before the next budget session, on the steps to be taken for bringing the debt position in line with the capacity of the tax payer. Supported Dr. H. S. Gour's Resolution for establishment of a Supreme Court in India for the disposal of civil suits previously disposed of by Judicial Committee of Privy Council and criminal cases. Speaking on Gour's Resolution regarding establishment of a Supreme Court in India, said, "We must get power in our hand and then immediately we will consider the question of establishing a Supreme Court" voted in favor motion negative.
Feb 18 Spoke in support of B. Venkatapartiaju's Resolution in Assembly, to establish Military College in India to train Indians for commissioned ranks in Army.

Speaking on Sir Charles Innes' motion to refer the Indian Tariff (Amendment) Bill to Select Committee suggested that Bill be considered in Select Committee in a way that ensure availability of cheap cigarettes to poor people.

Opposed A. Rangaswami Iyengar's amendment to exempt shareholder or director of joint stock company from operation of a clause in L. Graham's bill for determining salary of Assembly's President which stipulated that during the tenure of his office, the elected President should not practice any profession or engage in any trade or undertake any employment.
Feb 19 Supporting B Venkatapartiaju's Resolution on establishment of Military College, clashed with Congress-In-Congress and Government to establish a Military College, voted in favor; motion adopted with amendments.

In Indian Legislative Assembly supported the amendment on Special Laws (Repeal) Bill, moved by Rangachariar.
Feb 20 Opposed Chaman Lal's amendment to Obscene Publications Bill, requiring that the word "obscene" should be defined by the House as the Magistrates were not competent to do it rightly, voted against; motion negative.
Feb 23 Voted for adoption of motion that Indian Merchants Shipping (Amendment) Bill be taken into consideration by Assembly; motion adopted.

Asked supplementary question on revision of Meston Award which, he claimed, had done injustice to Bombay.
Mar 4 Criticized Congress-In-Congress announcement regarding Indianization of the Army, as "not only amazing but most disappointing".
Mar 5 Asked questions, in Assembly, on the object of Viceroy's visit to England, and on non-official representation in discussions with the Viceroy and Secretary of State on issues. Spoke in support of Indian Merchants Shipping (Second Amendment) Bill introduced in Assembly by J.W. Bhore, secteray of Education, Health and Lands. As his views were carried out and the Bill modified accordingly at Select Committee level, Quaid-e-Azam Mohammed Ali Jinnah termed it to be in the interest of his [Muslim] community; voted against amendment in clause 13 of Cotton Ginning and Pressing Factories Bill; motion negative.
Mar 6 Supported motion by Kasturbhai Lalbhai, Representative of Ahmedabad Mill Owners' Association to reduce Customs duty on Cotton to Rs. 77,000 from Rs.7,166,000 in Bombay.
Mar 7 Continued participation in discussion and voting on General Budget list of Demands.
Mar 12 Voted for motion to abolish the Cotton Excise Duty as proposed in Budget motion adopted.
Mar 13 Voted for adoption of motion by Shanmukham Chetty to reduce Interest on Ordinary Debt and Reduction or Avoidance of Debt from Rs. 13,818,000 to Rs.7,750,000. motion; negative.

Had an altercation with Motilal Nehru in Indian Legislative Assembly on Finance Bill; voted in favor of amendments in the Bill suggested by the Council of State. The Bill was ultimately passed by 75 votes to 40. Independent Party withdrew support to Swaraj Party.
Mar 23 Presenting Independent Party's point of view, in Assembly, criticized Bengal Criminal Law Amendment Act (Supplementary) Bill introduced by Sir Alexander Muddiman, considered it a dishonor to the House that the ill-famed Ordinance had been given the shape of Bill voted against two clauses of this Bill, which were adopted by Assembly, except for adoption of Kamini Kumar Chanda's amendment in clause 2 of Indian Penal (Amendment) Bill which called for substation of the word "fourteen" by "sixteen" amendment adopted.
Mar 24 Opposed Sir Alexander Muddiman's motion to reconsider and pass the Bengal Criminal Amendment (Supplementary) Bill in Assembly; the bill was rejected by an overwhelming majority. Participated in discussion and voting on various clauses of and amendments in, the Indian Penal Code (Amendment) Bill.

Sep 1 Spoke on Sikh Gurdawaras (Supplementary) Bill moved by Muddiman to rectify errors in Sikh Gurdawara Act passed by the Punjab Legislative Council Pleaded that the release of Sikh leaders should not be made conditional upon the Government Securing control of Sikh Shrines. Participated in discussion on Indian Penal Code (Amendment) Bill.
Sep 2 Voted in support of Haji Wajihuddin's Resolution on Prohibition of Import, Manufacture and Sale of Liquor, and of K.G. Lokokare's motion on Recruitment to the Indian Medical Service. Both the Resolution were adopted.
Sep 7 Participated in discussion on Muddiman's Resolution that recommendations of Majority Report of Reforms Inquiry Committee be taken into consideration by Assembly. (Quaid-e-Azam Mohammed Ali Jinnah had served as Member of this Committee but, disagreeing with majority, had sided with Minority Report).
Sep 8 Speaking on observation by Sir Basil Blackett, an official member, that minority recommendation had satisfied Swarajist, Independent and Moderate interpretations, said: "It is a crowning achievement". Told House that he had disagreed, among others, even with terms of reference of Reforms Inquiry Committee; explained why they presented Minority Report which suggested appointment of a Royal Commission to solve the constitutional problem, to provide for a stable Government and for willing cooperation of people with more liberal terms of reference. Also presented the fundamental principles of constitution according to his point of view. Criticized Lord Birkenhead, a Member of the Committee who, on behalf of British Government wanted to impose his constitution on India. Voted for adoption of Motilal Nehru's amendment to the Resolution designed to make changes in administrative and legislative structure of the country. Nehru's amendment passed.

Motilal Nehru moved amendment to Sir Alexander Muddiman's motion (September 7) to "accept the principle underlying the Majority Report of Reform Inquiry Committee ". In the ensuing debate he made a comprehensive speech, which represented "a vehement attack against the Government's overall attitude and a strong denunciation of dyarchy". Said that "the inherent defects of dyarchy make any real progress towards responsible Government impossible"; debunked the apprehensions expressed by some Englishmen that Indians were not yet fit and ready for reforms; and asserted that "India is determined to win her freedom. The manner and the measures and the time, either you determine in a reasonable spirit or else she will determine for herself".

Told the House that he had disagreed, among others, even with the terms of reference of Reforms Inquiry Committee. Explained why he, along with three other members, had presented the Minority Report which, Inter alia. suggested appointment of a Royal Committee to solve the constitutional problem, and for more liberal terms of reference with a view to induce the willing cooperation of people. Also presented the fundamental principles of constitution according to his viewpoint. Criticized Lord Birkenhead, Member of the Committee who, on behalf of British Government wanted to impose his own constitution on India; and took on Basil Blackett and Charles Innes, besides Muddiman during the debate.

In the face of opposition led by Mohammed Ali, supported the original Resolution moved by Sir Ali Imam, Seconded by Sahibzada Aftab Ahmed Khan and supported by Moulvi Rafiuddin Ahmed, which set forth the "basic and fundamental principles" to be secured and guaranteed in any scheme of the future constitution of India; original Resolution carried.

Nominated on the Committee to "frame a scheme of constitutional advance to be placed before the Royal Commission when appointed, with due regard to the protection of the Muslim interests".

Proposed a Resolution urging upon Muslim reps. in the various legislature to "utilize the reforms as far as they go" and "show a spirit of cooperation in all measures that are calculated to advance the welfare of the people of India, pending the inquiry and investigation by the Royal Commission whose appointment the All India Muslim League has already urged"; Resolution adopted.
