"All religions hold the belief that God sends suitable men into the world to work out his plans from time to time, and at critical junctures. I regard Mr. Jinnah as the man who has been called upon to correct the wrong ways into which the people of India have been lead by the Congress, under the leadership of Mr. Gandhi. The Congress did a great service to the country so long as it followed the lines of critical cooperation and cooperative criticism towards the British Government, as laid down by Dadabhai Naoroji and Gokhale. But it took a wrong turn when it adopted wholesale the non-cooperation programme of Mr. Gandhi and assumed an attitude of open hostility towards Britain, and tried to infuse in the minds of the people a spirit of defiance of law and civil disobedience, more or less thinly veiled under a formula of truth and non-violence. Moreover, by 'Mahatamafying' Mr. Gandhi, it appealed to the idolatrous superstitions of the Hindus, thus converting the religious adherence of the Hindu section of the population of the Mahatama into political support of his non-cooperation programme. While this strategy was of some avail in hustling the British Government to yield more and more to the demands of Congress, it divided the people into Hindu and non-Hindu sections.

In these circumstances a man was needed to stand up to Congress and tell its leaders that their organization, however powerful numerically and financially, does not represent the whole of India.

I admire Mr. Jinnah and feel grateful to him because, in advocating the cause of the Muslims, he is championing the claims of all classes who stand the danger of being crushed under the stream roller of a [caste] Hindu majority, acting under the inspiration and order of Mr. Gandhi."

1926, Jan 10 In a public meeting at Bombay, laid emphasise on a constitutional struggle to gain Swaraj. Said they must organize themselves into a united party and the youth must adopt martial life for safeguarding the country.
Jan 21 Speaking on Sir Charles Innes' motion to refer Indian Insurance Companies Bill to joint committee of two Houses, suggested that the Bill should be referred only to select committee of Legislative Assembly.
Jan 25 Asked questions on Deputation to Andaman Islands. Spoke in support of Chaman Lal's motion to amend Indian Trade Unions Bill to the effect that intimation of pay scales, etc., of officers of a union, to the Registrar should not be made a condition for Union's registration.
Jan 25-27 Opposed W.S.J. Wilson's amendment motion negative.
Jan 26 Supported, and voted for, J.C.Goswami's amendment to Resolution tabled by Moulvi Mohammed Shafi for release of political prisoners.
Jan 27 Opposed Chaman Lal's amendment to clause 15 sub-clause (k) of Indian Trade Unions Bill, in Assembly. Participated in discussion on clause 16 of the Bill. Elaborated points of Law in terms of registration of Trade Unions.
Jan 28 Asked questions on delay in transmission of Lala Lajpat Rai's speech by telegram at Cawnpore Congress. Asked for inquiries in this regard which the Government affirmed. Asked questions regarding action taken on the North West Frontier Province Inquiry Committee's Report and on civil employment. Participated in discussion on Rangaswami Iyengar's resolution regarding appointment of a Committee to inquire into the problem of unemployment among the middle class and suggest remedies for the same; voted in favor; motion adopted with amendments.
Feb 1 Supported N.M. Joshi's motion that to amend Indian Trade Union's Bill the sentence "after the executive of the Union has repudiated such an act at the earliest opportunity and by all reasonable means with reasonable publicity" be deleted; voted for the motion which was adopted.
Feb 2 Participated in discussion on Muddiman's resolution regarding Enhancement of Salaries of two members of Judicial Committee of Privy Council possessing Indian experience; voted against; motion negative. Asked Government members as to when they were going to introduce reforms in N.W.F.P. as demanded by All India Muslim League. Also asked about the position of Indians in South Africa and the action taken by Indian Government in that regard.
Feb 3 Participated in discussion on select committee Report on Contempt of Courts Bill moved by Muddiman; took strong objections to the stand of Gour and Motilal Nehru to wreck the whole Bill for the sake of Rangaswami Iyangar's amendment that the accused might be discharged punishment awarded be remitted on apology being made to satisfaction of Court.
Feb 4 Participated in debate on Weekly Payments Bill moved by Chaman Lal; the Bill, designed to make provision for weekly payment of wages to workmen, domestic servants and other employees, was withdrawn.
Feb 8 During debate on Contempt of Courts Bill, asked Muddiman if the Government was going to refer the Bill to Council of State, or was prepared to accept it if passed by Legislative Assembly. Participated in voting on Demands for Supplementary Grants, and on Indian Trade Unions Bill moved by Sir Bhupendra Nath Mitral.
Feb 9 Discussing resolution on Reduction of the Inland Postal Rates moved by Ahmad Ali Khan, and Lala Duni Chand's amendment to it, pleaded for its withdrawal till such time as the Budget was discussed, because the Assembly would then be in "a far better position" to deal with the question. Spoke in support of Amarnath Dutt's motion to repeat Burma Expulsion of Offenders Act.
Feb 10 Opposed Muddiman's motion to consider Code of Criminal Procedure (Second Amendment) Bill, in Assembly; voted against; Bill passed.
Feb 12 Participated in debate on Bengal State Prisoners Regulation (Repeal) Bill moved by Amar Nath Dutt in Assembly.
Feb 15 Opposed in discussion and voting on Code of Criminal Procedure (Second Amendment) Bill. Expressed feeling that by leaving it to Magistrates to interpret clauses of Bill/Act, Government intended to curtail freedom of people.
Feb 16 Voted for adoption of Amar Nath Dutt's Resolution in Assembly, which called upon Government to introduce a Bill in Legislature to repeal Burma Extension of Offender's Act, 1925. Participated in debate in support of Moulvi Syed Murtaza Sahib Bahadur's resolution on Extension of Reforms to the N.W.F.P., in Assembly; voted against adjournment motion; discussion adjourned.
Feb 17 Supported motion to pass Indian Steel Industry (Amendment) Bill moved by Sir Charles Innes, in Assembly. Participated in debate on Resolution regarding supplementary Protection to Tin Plate Industry. Spoke in support W.S.J. Wilson's motion to circulate Indian Income Tax (Amendment) Bill moved by Sir Basil Blackett; voted for; motion adopted; Bill referred to Select Committee.
Feb 19 Participated in debate on Bengal State Prisoners Regulation (Repeal) Bill; voted in favor of motion to discuss this Bill regularly; motion negative.
Feb 24 Participated in discussion and voting items in List of Demands of Railway Budget, in Assembly.
Feb 25 Voted for adoption of Goswami's motion for Adjournment of Discussion on Railway Budget in order to discuss urgent matters like hunger strike by Bengal State prisoners in Mandalay jail, motion adopted.
Feb 26 On resumption of discussion on Railway Budget, participated in voting on various items in its List of Demands.
Mar 8 Tabled, and spoke on, motion that demand No.28 under head "Executive Council" in general budget should be taken up first for discussion and demands No. 16 to 27 be adjourned. Moved resolution on adjournment of discussion on demand under head "Customs". Participating in discussion on general budget criticized Government members for cleverly not allowing non-official members to participate in discussion.
Mar 9 At the start of Second reading of the Budget (list of demands) asked leader of the House to allow general discussion on Government policy and constitutional issues in respect of Executive Council; discussion allowed.
Mar 10 Participated in voting and discussion on various items of Budget, in Assembly.
Mar 11 Speaking on budget, in Assembly, pleaded for appointment of Royal Commission on Reforms, as almost all parties and organization of India were dissatisfied with working of Reforms of 1919; termed Reforms as being "unsatisfactory and disappointing"; called for their abandonment, and demanded next installment of Reforms conforming to Indian public opinion; desired that "the personnel of that Commission be arranged to the satisfaction of public opinion", arousing hot discussion.
Mar 12 Continued participation on resumption of discussion on appointment of Royal Commission in House; outwitted government members on various points. Participated in budget debate on other items as well.
Mar 15 Participated in debate on Indian Finance Bill moved by Sir Basil Blackett, which was passed in the light of his suggestions made in previous debates, with non-official member's support.
Mar 16 Thanked Finance member for abolishing cotton excise duty, in Assembly, termed the excise duty as a wrong that "continued up till the moment when the Finance Member got up and definitely declared that this cotton excise duty was dead. Its corpse was buried", and said, "Let us now give it a decent funeral." Voted for adoption of bill, which was passed.
Mar 17 Participated in debate, in Assembly, on Indian Factories (Amendment) Bill moved by Sir Bhupendra Nath Mitra, member for Industries and Labor; on Sir Basil Blackett's Indian Income Tax (Amendment) Bill; and on Legal Practitioners (Amendment) Bill moved by H. Tonkinson and adopted by the House. Congratulated Mitra for introducing Indian Trade Unions Bill, which duly protected the rights of the labor class.
Mar 18 Pleaded for adoption of Syed Murtaza Sahib Bahadur's resolution on introduction of Reforms in the North West Frontier Province, in Assembly. Asked "Are we not going to treat this question of North West Frontier Province in the same spirit as we treat the question of any other province?" Supported motion of J.S. Bhore. secretary of Education, Health and Lands, on demand for Supplementary Grants for Archaeology: motion negative.
Mar 19 Continued participation in further discussion on Extension of Reforms in North West Frontier Province.
Mar 24 In Indian Legislative Assembly, while withdrawing his Resolution on the position of Indians, and securing their rights in South Africa, requested the Government to call a special session of Indian Legislative Assembly, and give the Legislators an opportunity to record their opinion.
Mar 25 Declared, in Indian Legislative Assembly, that the policy and program of the Swaraj Party "is not only thoroughly impractical, but positively suicidal to the best national interests ... the only policy and program which is open to the Nationalists under the present circumstances is to utilize the present Constitution, however, unsatisfactory".
Apr 4 Attended a meeting of Indian National Party's Committee at Bombay, which considered the communal problems.
Apr - Aug Along with Ruttie, went to England to attend the meeting of Sandhurst committee presided over by General Skeen.
Aug 9 The Committee appointed to advise on the establishment of Military Training College in India, after visiting military institutions in England, France, Canada and the USA, submitted a Minority Report, which was signed by Mohammad Ali Jinnah, Phiroze Sethna and Zorawar Singh. (The outcome of the committee's labors was the establishment of the Military College at Dehradun).
Aug 18 Asked questions on number of pages of Royal Commission of Currency's Report; on methods, procedure and personnel of Round Table Conference to be convened to solve problem of Indians in South Africa. Opposed motion for election of a Member of Indian Institute of Sciences, Bangalore motion adopted. Opposed Sir Alexander Muddiman's resolution regarding appointment of Standing Committees to deal with bills relating to Hindu and Muslim Law, on the plea that since the House is not authorized to adopt this Resolution, when it stands practically dissolved, Resolution should be adopted by the new House.
Aug 19 Speaking on statement of business of Legislature presented by Sir Alexander Muddiman, Home member and Leader of the House, asked him to supply members with copies of appendices of Currency and Exchange Bills due to be discussed in the House on August 23.

Participated in discussion on Resolution regarding Taxation Inquiry Committee's Report to be recommended by the House for consideration of Viceroy.

Expressed gratitude to Government for accepting motion of Diwan Bahadur T. Rangachariar to circulate Currency Bill moved by Sir Basil Blackett, for eliciting opinions thereon.
Aug 24 Voted for adoption of Resolution regarding Retention of Rameshwaram Station in its present site on South Indian Railway; motion negatived.
Aug 25 While in the Assembly debate on Sir Alexander Muddiman's Indian Succession (Amendment) Bill, Diwan Bahadur T. Rangachariar objected that Muslim do not encourage the writing of wills. Mohammed Ali Jinnah, taking serious note of this remark, replied that by saying this Rangachariar was showing ignorance of the fact that the question of will had been clearly dealt with in the Muslim law, i.e., in the Quran, whereas in the Hindu law there was no mention of it. He was of the view that a legislation should not be forced on any community against their will.

Opposed the passage of Code of Criminal Procedure (Third Amendment) Bill and appealed to Home Member not to get intoxicated with his majority in the House, and not to force down the bill upon the House when he knew that he could defeat the opposition any time he liked, in the absence of other non-official members. Various, attempts to refer Bill to Select Committee or to circulate for eliciting public opinion by the non-official members of the House failed.
Aug 26 Continued participation in discussion on Code of Criminal Procedure (Third Amendment) Bill which was passed. Also participated in discussion on Indian Bar Councils Bill.
Nov Re-elected to Indian Legislative Assembly by Muslim of Bombay. Jayakar, Kanji Dwarkadas and others campaigned for him and arranged transport to take voters to the polling booths.
Nov 12 Expressing his opinion on the All India Muslim League Council Agenda, supported Delhi or Calcutta as the venue of the next session, and December 30-31, 1926 as dates. Also voted in favor of Sheikh Abdul Qadir as President.
Dec 21 Along with Sir Chimanlal Setalvad, laid emphasize on the policy of "back to Amritsar" in a meeting at Bombay.
Dec 29-31 Participated in All India Muslim League 18th session, Delhi, which was also attended by Allama Iqbal; made suggestions for constitutional advancement of country which were in the interest of Muslim.

On December 31, moved the main Resolution detailing the basic and fundamental principles in respect of Muslim rights and interests, which, he demanded, should be incorporated in the next scheme of reforms. Called for the revision of the 1919 Act and appointment of a Royal Commission to formulate, after due inquiry and investigation, a scheme of reforms. Disclosed that a similar Resolution was sent to the Secretaries of the Indian National Congress in 1924, but no encouraging response was received. Said, "we desire nothing but justice and fair play".
